Find nearby shared-mobility stations and vehicles.

For anonymous calls, the API returns at most three sorted objects per category after filtering and deduplication. Anonymous `offset` is forced to zero; authenticated pagination remains available. The MCP does not implement its own projection.

Preserve `freshness`, provenance, applied limits, warnings, and attribution. Cached stale information must not be described as live.
