1. Check the status page for an active incident.
2. Confirm the affected surface: API, MCP, Map, Ask ROOTE, or Developer Portal.
3. Preserve the response status, error code, timestamp, and request context.
4. For partial provider responses, inspect warnings and source diagnostics before treating the entire service as unavailable.

Nearby Mobility can report `empty` or `none` coverage. Nearby Services can report `empty` or `partial`. These states are part of the data contract and should not automatically be interpreted as a platform outage.
